Blue Shield of California’s Mission Report is an annual summary of our efforts to support our mission: to ensure all Californians have access to high-quality health care at an affordable price. In 2024, we introduced innovations that are transforming health care — Pharmacy Care Reimagined, Member Health Record and Prior Authorization Reimagined — and grew to serve 6 million members, more than ever before.

2024 Financial Results
As a nonprofit, tax-paying health plan, Blue Shield is committed to reducing the cost of health care. We cap our net income at 2% of revenue and return anything above that to our customers and communities.
